One year after Trump's plan for Gaza.. Shocking Facts

Afrasianet - Mohsen Mohamed Saleh - A year after Trump announced his plan to stop and rebuild the war on the Gaza Strip, 94% of the people of the Gaza Strip are still in urgent need of shelter and household assistance, and there are still about 1.5 million Palestinians in the Gaza Strip living in a state of displacement and displacement, and they are living in 270,000 worn tents, of which 162,000 are worn out and unusable, while large numbers of Gazans are staying in shelters such as schools or damaged houses and houses that are threatened with collapse.


All that has been provided under the Trump plan and the Peace Council in the area of shelter does not exceed 3 to 4 percent of the people's urgent needs.


Without going into the language of numbers, there is an urgent question about the inability of the world's largest power and its 27 member states to provide a minimum of the needs of Gazans, even though these needs can be met in a few days if it is a domestic matter for the United States, for many member states, or with the help of friendly countries.

A truce with a taste of disaster


Trump's 20-point plan, announced on September 29, 2025, succeeded in stopping the war and genocide, striking a prisoner swap, halting the displacement of Palestinians, partially introducing aid and relief items, and preventing Israeli exclusivity in the Strip.


However, the plan faltered in its second phase, and the Gaza Strip continued to suffer from very harsh living and economic conditions, a state of continuous Israeli incursion and aggression, a loss of security, a loss of minimum infrastructure, educational and health services, and even tents suitable for the lives of the displaced, instead of rebuilding their homes.


Gaza is no longer the center of events, and it no longer occupies the world, people have returned to their worries and pursuing new events, while the Israeli occupation continued  its aggression without noise, and perhaps this is what the Israeli and American wanted.


As US President Trump said when asked about Gaza about a year after announcing his plan on September 12, 2026: "We put out the fire and returned all the hostages... and in fact Gaza is no longer the place that people talk about." In short, the catastrophe continues, but most people and most of those involved have stopped watching.


Peace Council


The Peace Council's charter and powers were signed on January 22, 2026, which Trump referred to in his plan, and said it would be an international supervisory body for the Gaza Strip, and Trump assumed its presidency with very broad powers, including his exclusive right to invite members and the power to cancel their membership.


However, it has been expanded into an international organization aimed at promoting stability, establishing credible and legitimate governance, and ensuring lasting "peace" in conflict-affected and threatened areas, extending its work beyond Gaza to potential other parts of the world.


The problem with this council is that it is an international body that has replaced the United Nations and its terms of reference with regard to Gaza, which is a "supranational" regime that abolishes the Palestinian will and can turn into a de facto permanent system, which is what the occupation wants.


Its danger is evident in the fact that it is a "peace council" concerned with Palestine, but with the Palestinians banned from its membership, and at the same time, the occupying colonizer who committed genocide joined its membership, as Netanyahu, the representative of "Israel", became a member of it, meaning that the perpetrator of the crime was placed in the structure of the supposed solution, which emptied the concept of justice of its content.


In the four layers of this international body, the Palestinians did not find themselves in the first layer (the Peace Council), the second (the Executive Council), or the third (the International Stabilization Force), but in the fourth layer, where a technocratic committee was formed to manage the Gaza Strip, which was approved by the Israelis and the Americans in name before it was officially adopted.


However, the Israeli occupation has prevented this committee from entering the Gaza Strip and practicing its work since its formation more than nine months ago (January 14, 2026).


Neither Trump nor the Peace Council have exerted any pressure throughout the past period to oblige the Israeli side to allow it to carry out its work, and this applies to the rest of the tasks of the Peace Council, which has been emptied of its content if it serves the Palestinian side.

Solving the problems of the occupation, not the problems of the Palestinian people with the occupation


When there is a people under colonialism, the responsibility of the international system and international law is to help them get rid of colonialism and end the occupation; Trump's plan, the mechanisms of the Peace Council, and the plan of the Executive Council Director Mladenov (which he has been working to approve over the past months) all focus on "legitimizing the occupation" as a partner through the transitional formula, as a participant in international arrangements, while leaving the matter to his discretion and without a time limit and without a binding reference in determining the extent of his "satisfaction" with the measures taken against the resistance and against the population, and in determining the timing of the gradual withdrawal from the Gaza Strip that suits him, and in a way that reassures him of his occupation and eliminates his concern about the people he occupies.


As for the Palestinian people, there is no clear and definite horizon for the end of the occupation, nor for ending the siege and opening the crossings, nor for reconstruction, nor for the restoration of infrastructure, health and educational services. In other words, the plan has been reversed, contrary to what is imposed by United Nations resolutions and international law.


Unilateral ceasefire


Nearly a year after the truce that began on October 10, 2025, the Israeli occupation has not stopped continuing its bombings, killings, assassinations and destruction, as if the truce is only required by Hamas and the resistance forces.


As of September 28, 2026, Israeli violations of the truce amounted to 5,147, resulting in the death of 1,421 Palestinians and the wounding of 4,983 others (an average of 4 martyrs and 14 injuries per day), while Hamas and the resistance forces generally adhered to the truce.


At the same time, the Israeli occupation sought to expand its occupation of the Gaza Strip in flagrant violation of the essence of the truce, increasing the area of its occupation in the Gaza Strip from 52% to about 70%, threatening to occupy the entire Strip, which means torpedoing the truce and the idea of the Peace Council from its roots.


These violations were taking place in full view of the Peace Council and its executive administration without doing anything; these violations did not mean much to Trump as long as the Israeli occupation (its strategic ally) controlled the terms of the game.


Withdrawal and disarmament


The Trump plan talked about a gradual Israeli withdrawal from the Gaza Strip, as well as the disarmament of the resistance. Regardless of our position on this, the plan did not make disarmament a precondition for the start of the withdrawal, nor did it go into the details of disarmament, its time frame, and the party that would gather it.


However, the Israeli occupation sought to impose its interpretation, and made the beginning of its withdrawal contingent on the surrender of Hamas and the resistance to its weapons, and continued to invade the Gaza Strip and assassinate resistance men to impose its will.


In its 15-point plan, the Peace Council and Mladenov adopted most of the Israeli vision. Despite Hamas's response to the plan and its approval of a proposed road map on July 30, 2026, and the Americans welcomed it, Israel rejected it because it did not conform to the standards of Israeli arrogance and arrogance.


It is striking that while the world was busy before the implementation of the Trump plan by pressuring the Israeli occupation and imposing sanctions on it to end its aggression, open the crossings and withdraw from the Gaza Strip, the occupation, through the American cover and selective interpretation of the Trump plan, succeeded in preoccupying the world by pressuring Hamas and the resistance forces to disarm them, and to distract from the Israeli aggression, its violations, its siege, the killing and assassination campaigns, the expansion of the occupied territories, and others.

Economic and living extortion


During the war, the occupation destroyed more than 90% of the Gaza Strip's infrastructure, including infrastructure, universities, schools, hospitals, health clinics, mosques, churches, water wells, agricultural lands, roads, electricity, irrigation, sewage... and more than 60 million tons of rubble from destroyed buildings and houses... At the same time, however, throughout the truce, the entry of reconstruction materials, tools and mechanisms has been prevented, and it has not yet been possible to start a real reconstruction campaign.


In May 2026, the council was talking about pledges from donors of about $17 billion for reconstruction, but four months later (in September 2026) it was still talking about a $2.45 billion "preliminary plan" to cover 66 projects.


In this harsh atmosphere, according to Trump's plan, it was required to allow 600 trucks to enter the Gaza Strip daily to cover its basic needs, but the Israeli occupation continued to extort the people of the Gaza Strip for their humanitarian needs, as after about a year of the truce, only 35% of the minimum required entry was allowed at a rate of 206 trucks per day (72,826 trucks out of 210,600 trucks as of September 28, 2026).


The bans included large quantities of health and education needs, building materials, shelters, electrical equipment, water and sewage pipes... and others.


The Peace Council agreed to play the role of "witness to what is needed"! And not to make any real effort to oblige the Israeli occupation to implement Trump's plan, at least in the humanitarian aspects.


Client Groups


Throughout the truce, the occupation continued to support armed puppet groups, which practice looting and theft, terrorize civilians, and cooperate with the occupation in attacking the resistance elements.


He also killed and assassinated many leaders and members of the Palestinian police and General Security in order to facilitate the work of these groups, spread chaos and tear apart the social fabric of the people of Gaza. Despite its small size, the occupation's arming of them and providing cover and protection to their members made them tools of Israeli pressure and blackmail against the people of the Gaza Strip.


Consolidating the environment of displacement


Trump committed not to displace the people of the Gaza Strip, but the outcome of a full year of the truce was the occupation's consecration of the expulsive environment in Gaza and made it an uninhabitable area, with no repair or reconstruction of some 370,000 destroyed housing units, no building materials, no tools to remove rubble, no minimum living, health, education, and infrastructure, with an atmosphere of continuous aggression and loss of security, and the promotion of chaos.


A year after the Trump plan, there are no promising prospects for the implementation of the second phase of the plan. The Israeli occupation is also acting in almost complete disregard of the plan and the peace council, and selects from it what serves its purposes, while the Gaza Strip is living in a state of continuous catastrophe in light of the so-called truce, which is violated by Israel an average of 14 times a day.


At the same time, the Peace Council suffers from a fragile structure, ineffectiveness, and an inability to bind the Israeli occupation to its entitlements, with the existence of a continuous American cover for Israeli violations, continuous Israeli-American attempts to reward and reassure the occupation, and to punish the victim (the Palestinian people) and the loss of their rights.
