The leaders of the SCO countries also signed 28 documents, including the Bishkek Declaration on the 25th Anniversary of the Founding of the SCO, the Regulations of the Executive Committee of the SCO Drug Control Centre, the Declaration of Lahore as the Capital of Tourism and Culture of the Shanghai Cooperation Organization for the period 2026-2027, and the Declaration of the Council of Heads of State of the Shanghai Cooperation Organization on the Strengthening of the Multilateral Partnership for Nuclear Safety and Security, as well as a number of other documents.
The summit coincided with the work of the Shanghai Cooperation Organization+ (SCO) in the presence of representatives of 17 countries and six international organizations, including Russian President Vladimir Putin, Chinese President Xi Jinping, and Indian Prime Minister Narendra Modi.

President Vladimir Putin noted that the percentage of trade settlements and transactions between Russia and its partners in the Shanghai Cooperation Organization in national currencies exceeded 98%, and recorded more than $400 billion.
In his speech at the Shanghai Cooperation Summit in Bishkek, Putin added:
• Over the past 25 years, the SCO has come a long way, becoming an influential center in a multipolar world
• Today, the SCO is the world's largest regional grouping, with half of the world's population living there
• We commend the active cooperation between the SCO countries in various fields, in order to achieve the interests of the SCO member states
• Russia supports efforts to enhance the efficiency of the work of the SCO

• SCO countries are increasingly turning to the use of national currencies in trade, and their share of trade transactions between Russia and its SCO partners has exceeded 98%

• SCO States must do their utmost to exclude any provocation of armed conflict from global practice
• Strengthening trade ties between SCO countries brings clear returns for all members of the bloc

Shanghai Cooperation Summit. Institutional Adjustments, Transport and Railway Projects
Experts Alexandra Permenova and Daria Sabrinskaya revealed that the SCO summit in Bishkek will focus on amending the organization's charter and security structure, economic files and railway projects.
Experts Alexandra Perminova and Daria Sabrinskaya noted that the SCO summit in Bishkek will focus on charter amendments and the transformation of the regional counter-terrorism architecture into a comprehensive center for countering threats, with prominent economic profiles including energy efficiency and supply, and consultations for the establishment of a development bank and an energy union.
They were of the view that FAO did not interfere in water issues, but could contribute to an environment conducive to multilateral projects.
Kyrgyzstan's initiatives as chair of the session include the establishment of an emergency fund and the "Green Train" project, as well as the China-Kyrgyzstan-Uzbekistan railway and the digitization of transport permits.
Membership in the organization is not expected to be expanded, although Mongolia and Azerbaijan are in circulation.
The experts concluded that Kyrgyzstan's presidency of the organization will gradually improve its image and investments, but not immediately.
