Afrasianet - U.S. President Donald Trump's plan for the Gaza Strip remains in place, with Israel refusing to move to any next stage after the repatriation of its prisoners, and even planning to militarize the lives of residents and possibly try to displace them, analysts say.
The plan, which began in January 2025, is fraught with difficulties and is on its way to implementation, with the Wall Street Journal quoting a US military official and other sources as saying that the World Peace Council , which is in charge of the Strip, is finding it difficult to deploy about 20 members of the International Stabilization Force (ISF) in Gaza.
The council faces complications in deploying about 20 of the 20,000 members who are supposed to be deployed in the Gaza Strip, as these elements are supposed to be transferred from the Gaza Strip to Israel for training, before being stationed at a point near the Kerem Shalom crossing.
The task force is supposed to be to receive equipment before embarking on reconnaissance missions inside the Gaza Strip to explore roads and security conditions.
The council recently announced its intention to establish a humanitarian zone as part of its efforts to implement the ceasefire agreement, amid Israel's insistence on disarming the Islamic Resistance Movement (Hamas) first.
This comes after Hamas announced the dissolution of the committee to follow up on government work in preparation for transferring its tasks to the Technocrats Committee, which Israel considered an attempt to circumvent disarmament.
Israeli Obstacles
While it continues to violate the agreement, kill Palestinians and expand its occupation of the Strip, Israel insists on making the disarmament of the resistance a prerequisite for the transition to the second phase of the agreement, which was supposed to take place immediately after the prisoner exchange was completed.
Therefore, Israel is impeding the entry of any force into the Gaza Strip because the entry of these forces means the withdrawal of its army and the handover of the administration of the Gaza Strip to the Technocrats Committee, which means ending the war and moving to politics, says Dr. Muhannad Mustafa, an expert on Israeli affairs.
While the Palestinian side is trying to stabilize the agreement, Israel is working to normalize its violations, stabilize its forces, expand its occupation, and militarize the lives of Palestinians in the Gaza Strip through what Mustafa called during the program "Beyond the News" as "securing aid and the work of humanitarian organizations."
The more Israel obstructs the transition to the second phase of the agreement, the more it has the opportunity to go back to the war again, according to Mustafa, who said, "There are those who are currently talking about the need for comprehensive military action in the Gaza Strip, after the end of the war on the other fronts.
In fact, talk of displacing the population has returned to the Israeli mentality, as revealed by Prime Minister Benjamin Netanyahu's call for those who wish to leave the Gaza Strip to leave the Gaza Strip and to reactivate the Palestinian Displacement Committee in the Ministry of Defense, according to the spokesman.
The military operation, displacement and occupation represent Netanyahu's only lifeline, according to Mustafa, who pointed to Finance Minister Bezalel Smotrich's assertion that it is necessary to start building settlements in the northern Gaza Strip.
Peace Council chaos
The Peace Council, on the other hand, is living in a state of chaos, and proposes initiatives without a clear vision to implement them, but they are governed by Israeli ceilings, according to political analyst Dr. Iyad Al-Kara.
The Council ignores all Palestinian initiatives to address the first stage and move on to the second, and sees no obstacle other than disarming the resistance, ignoring all the violations committed by Israel that no one objects to anymore, according to Al-Kara in "Beyond the News."
Al-Qara does not expect to proceed with the deployment of the stabilization force, the establishment of a humanitarian zone, or even the introduction of the Technocrats Committee, which he says is besieged in Cairo due to Israel's refusal to enter the Gaza Strip without objection from the council.
Former State Department official Thomas Warrick said the introduction of the stabilization force into northern Gaza and the withdrawal of the Israeli army must now take place regardless of disarmament, which he said was "the council's top priority."
The dilemma of international power
With the start of the Iran war, countries such as Indonesia backed away from sending a force to participate in stabilizing the enclave, which hampered the implementation of the plan, according to Warrick, who said U.S. officials had asked Trump to contact the leaders of Indonesia, Morocco and Azerbaijan to send troops.
It is not important to bring these forces into the areas where Hamas is present, Warrick said, but it is important to bring them into the eastern Gaza Strip, so that the Israeli forces withdraw and the peace council employees enter, in preparation for the rebuilding of houses and the return of people to them, according to the spokesman, who said that this matter was long overdue.
But Al-Qara responded to this talk by saying that countries fear for their forces from Israel, which killed Indonesian peacekeepers in Lebanon, and not from Hamas, which the Palestinian analyst said did not refuse to disarm, but refused to separate it from the rest of the issues.
Similarly, Mustafa noted that a clause in Trump's plan explicitly stipulates that reconstruction will begin even if Hamas refuses to disarm, which Israel refuses to abide by.
