Consequently, Israel is taking advantage of these complications and not reaching an agreement to implement its project to stabilize the division of Gaza into two different parts and two different administrations, an Israeli-American administration under the auspices of the Peace Council in the areas inside the Yellow Line, which now represents 70% of the Gaza Strip.
And the management of the Hamas movement in the displacement camps and some areas west of the Yellow Line, while keeping the plan to displace Gazans outside Gaza on the table, which was recently discussed in the political and intelligence circles "Mossad" and tries to give it cosmetic names, sometimes it calls it "free passage", "freedom of movement" or "free movement", and all these names are in fact nothing but cosmetic names for the process of forced displacement of the population from the Gaza Strip, whether secretly, voluntarily or publicly, voluntarily, with the promise that Gaza is no longer a place Livable.
The factions are still discussing some amendments to the road map plan presented by Nickolay Mladenov, the High Representative of the Peace Council in Gaza, although many amendments have been achieved, but the factions, led by Hamas leaders, still want to achieve new amendments in the file of settling the issue of weapons and linking it to the full Israeli withdrawal from the Gaza Strip.
Rather, it wants to ensure a foothold in the new rule in Gaza, and this may not be part of the calculations of the mediators who are trying to convince the Hamas leadership that those who will rule Gaza are the technocrats who have been assigned within the National Committee to administer the Gaza Strip, away from any factional interference.
And the factions have to facilitate all the paths that the National Committee will pass through to achieve transitional rule that will enable the residents of Gaza to recover from the effects of the Israeli war of extermination, which has not stopped until this The time and at the top of this recovery is the reconstruction of the Gaza Strip and the housing of the displaced in suitable houses that guarantee them a safe, stable and humane life.
The truth is that Israel is working to create all the conditions and conditions in Gaza through military force and military action, which has not stopped, whether by blowing up residential blocks in or outside the Yellow Line, and establishing military observation points and observation posts through which it can target any inch of Khan Younis with artillery and not with Israeli drone missiles.
This constitutes a permanent existential threat to civilians in all areas of the Gaza Strip, which Israel says is under the control of Hamas, and at this stage, Israel is taking advantage of the opportunity to stumble in reaching an agreement between the Peace Council and the factions to expand the areas of the Yellow Line and include new areas for its control and administration, so that Israel becomes practically in control of 70% of the territory of the Gaza Strip.
This is real proof that there are frightening plans that Israel wants to implement other than President Trump's plan to end the war in Gaza, and these long-term plans include changing geography and demography and transferring the residents of Hamas-controlled areas who do not meet the minimum requirements of a decent life to areas where Israel claims to have everything to do with the Gaza Strip to live in areas that have nothing to do with Hamas. Under tight security control, even though this represents a process of sorting the population that violates all the principles of international law.
The other project is the agreement of Hamas to settle the issue of its weapons in Gaza of all kinds, and to have no administrative presence in Gaza, and this project is based on President Trump's plan with all its twenty points and represents less harm to the Palestinians.
This is a combination of the Israeli plan and the American plan, but the project does not include the transfer of the population or their screening in specific areas under humanitarian names, while the file of voluntary displacement remains available to everyone, although the Trump administration does not want to carry out any transfers of the Palestinian population outside the Gaza Strip.
But if it is voluntary, I don't think it cares, even though Trump has expressed opposition to the forced displacement of Gaza's residents more than once, after discovering the seriousness of this matter and the refusal of all Arab countries and countries of the world to solve the Gaza problem through displacement.
I consider that the American project for Gaza is not ideal and does not represent a solution that meets the aspirations of the Palestinians, unifies geography and enables the Palestinian leadership to impose its national sovereignty on the Gaza Strip, which is an integral part of the land of the promised Palestinian state, but at least stops the war of extermination that Israel does not want to stop and puts Gaza under one interim administration.
Today, the Israel Broadcasting Corporation revealed that the Trump administration has sent a document to Israel, which is not the first of its kind, in my estimation, to explicitly request that Israel stop obstructing the implementation of President Trump's plan to be a war in the Gaza Strip and to ask Israel to stop any plans to resume the war on Gaza.
While the military circles, headed by the Israeli army's staff, call it the third campaign on the Gaza Strip, and the Trump administration demanded not to hinder the reconstruction of the Gaza Strip according to the American plan, which was recently discussed with Arab foreign ministers at the meeting of the Gulf Cooperation Council ministers in Manama, Bahrain, with the US Secretary of State Mark Rubio .
The US administration also demanded that Israel release $1 billion of the Palestinian Authority's clearance funds that Israel deducts, half of which is allocated for projects implemented by the Peace Council in Gaza and the other half is deposited in the Palestinian Authority's treasury for the implementation of vital projects in the West Bank.
The truth is that the two American projects to end the war in Gaza and achieve independent Palestinian rule with one administration for Gaza, and the Israeli project to divide Gaza into two administrations do not represent the optimal solution for Gaza, especially after three years of brutal war in which Israel destroyed everything, crushed cities and camps, and did not leave any civilian landmarks that would enable the Palestinians to live in security and stability in their cities and camps, and did not provide them with any capabilities that would enable them to draw and plan a better future for future generations.
These projects represent poisonous thorns in the Gaza body, but the most dangerous of these projects is the Israeli project, which is based on classifying, filtering and transferring the Palestinians to live in cantons that may be managed by the National Committee for the Administration of the Gaza Strip and separated by the International Stability Forces (ISF) if Hamas insists on managing the remaining part of the Gaza Strip, which is less than 30%.
The truth is that the American project, which is based on one authority, one weapon and one law, with all its disadvantages, may keep the Palestinians in their land and at least guarantee the unity of geography and demography in Gaza.
In addition to recovering from the scourge of the war, which Israel will not stop without American pressure, the American effort at this stage is based on the integration of the Israelis into the American solution to the Gaza issue and forcing Hamas to agree to the Nikolai Mladenov paper and plan.
The most important thing is that the American project seemed to be a temporary project for Gaza in light of recent American contacts with the Palestinian Authority, all indications indicate that it will move to the administration of the Gaza Strip in the final stage, and the rule of the National Committee in Gaza will end and the Gaza Strip will be transferred to the rule of the Palestinian Authority.
