Island added: "This was a failure. Hamas, for its part, not only managed to prevent Israel from achieving its goals, but also achieved its goals, and its goal is to stay in power."

It is worth noting that the generals' plan is a military plan proposed by former IDF general Giora Eiland to Prime Minister Benjamin Netanyahu, and adopted by a large number of army generals, so it was called the generals' plan.
The plan was developed in September 2024, with the aim of forcibly displacing the residents of the northern Gaza Strip, by imposing a complete siege on the area, including preventing the entry of humanitarian aid, to starve the remaining civilians, as well as the resisters, and put them in front of two options, either death or surrender, and later turn the northern Gaza Strip into a "closed military zone" with the aim of completely eliminating any Hamas presence in the area.
The generals' plan considers the blockade the most effective solution to end the war and reduce the number of Israeli soldiers killed, and estimates that control of northern Gaza could push residents of other areas to rise up against Hamas.
