The truth is that Israel likes not to resolve these files so that the negotiations continue without results to be resolved on the ground and the situation remains as it is to keep Hamas negotiating and keep Israel implementing the plans for the geographical and demographic change of the Gaza Strip comfortably and without any American objection because the Americans gave them the green light to do so under the pretext of not accepting Hamas to disarm it and under the pretext of establishing a demilitarized zone in the Gaza Strip and gradually transferring all the displaced residents of the Gaza Strip in the camps west of the Yellow Line to it after filtering them for security and scrutinizing their identities.
The plan did not start today, but Israel prepared it as soon as the Sharm el-Sheikh agreement was signed for a false ceasefire between Israel and Hamas, as Israel began to withdraw its military forces and send engineering teams and private contracting companies contracted with it to prepare the land in Rafah for the establishment of the first experimental city or rather the first (ghetto), which is a large residential complex that can accommodate between 50,000 and 100 Palestinian citizens to be accommodated in large camps that are decided to be established after the Peace Council retreats.
I think that this will be repeated and many "ElGhatHuthats" will be established in other areas such as Khan Younis, the rest of Rafah, eastern Gaza and the northern cities if the plan succeeds.
In Rafah, in the Tal al-Sultan area, which was inhabited by about 40,000 people, according to the last census before the war, and it is an area where there were many multi-storey buildings with private ownership and land title deeds owned by the citizens who lived in those areas, from which they were displaced by the war to the neighborhoods of Khan Younis and Rafah.

The combination of Israel's plan and the Peace Council plan is the current plan for which Israel is preparing to implement what it wants and cancel what it wants, as it does not give up the security or political control of the residents of Gaza, even in light of the deployment of thousands of international stabilization forces, which will use this deployment in the Yellow Zone in favor of implementing the Israeli plan and securing the border between the areas controlled by the Hamas movement and the areas that will be administered by the Peace Council.
As for the issue of the National Committee for the administration of the Gaza Strip, it depends on the extent to which it achieves a breakthrough in the Cairo negotiations between Hamas and the Egyptian, Qatari and Turkish mediators to implement the road map presented by Mladenov and Hamas' agreement to settle the issue of its weapons, and this is the point on which Israel is based in the implementation of its plan, considering that it has now allocated demilitarized areas that are not controlled by Hamas and transferred the population to it so that they can live in safety.
The form of experimental cities that are nothing more than ghettos and temporary housing that contributes to emptying the Sahel region for Israel to retake and return to settlement.
The extent of the success of the Israeli plan now is based on several important points, the first of which is the understanding of the Hamas leadership, which is negotiating that Israel does not want Hamas to agree to disarm and settle it by agreement with the mediators, so I believe that any agreement now to settle the issue of weapons according to the classifications proposed by Hamas and according to the approaches reached by the mediators with Hamas will be totally and in detail rejected by Israel because this will thwart the Israeli plan.
And therefore Israel's approval of these approaches will put Israel faces a commitment to move to implement the rest of the first and second phases, including the withdrawal to the Red Line, which moves away from the Gaza border with Israel between 1000 and 1500 meters, according to the agreement, which are the buffer zones along which the international stabilization force will be deployed, and Israel will be obliged to hand over security control to the International Stabilization Force in the entire Gaza Strip.
Considering that the Gaza Strip has become a demilitarized zone, and therefore the ISF will be deployed in the Palestinian areas to separate the Israeli forces. Israel will have to agree to demolish all the sites, gates, corridors and (ghetto) areas that it is now starting to build in favor of its plan, and Israel will have to accept a real plan for the reconstruction of the Gaza Strip on the basis of the cities it has demolished, and all of this Israel is now working to thwart in one way or another.
The approval of the Arab member states of the Peace Council on the Israeli plan is a challenge that may face Israel even if Israel hides behind the humanitarian issue, and I believe that the implementation of the plan unilaterally and under the umbrella of the Peace Council and the American administration is what Israel is betting on now, and perhaps its rejection of any settlement of the factions' weapons is the main pretext for the implementation of this plan.
