Since the sports organizations and the governments are the institutional stakeholders on an equal basis, so they shall be represented equally in the council of World Anti-Doping Agency and the executive committee. And the athletes’ role in the council of the institution and the executive committee shall be strengthened. the athletes’ representatives shall be elected (they aren’t assigned now). The councils of the agency shall include independent members. And the council has to have an impartial chairman and deputy of the chairman who doesn’t have a job in any government, governmental organization or any sports organization.

The candidates who are agreed by the institutional stakeholders, the governments, and sports organizations, in addition to the elected representatives of the athletes.

The role of World Anti-Doping Agency shall be strengthened and shall be cleared to be the only international entity responsible for:

The legislations which are related to the international anti-doping Law, including the list of the banned materials and standardization the anti-doping procedures.

Adoption an anti-doping laborites.

Intergovernmental Oceanographic Commission has agreed on the intention of World Anti-Doping Agency to follow the compliance policy which leads to the compliance of all countries which signed on the World Anti-Doping Code. And that would inclusive the equal opportunities to all athletes in the world.

Establishment of An Independent Examination Authority

Putin has renewed Russia's invitation to put standardized requirements and measures in anti-doping field and guarantee the transparency of the procedures in this field, in order to give a comprehensive and effective nature not selective in the efforts of anti-doping.

Also, Putin has assured that all world countries are facing anti-doping issue, but the requirements which are applied toward the athletes from different countries are different, and he has stressed the need for all procedures to be fully transparent and open to sports communities.

But the requested has to expand to all countries in way that they are existing incompetent institution equally, without political interference, for the success of sport

All countries, especially which actually pay attention to the importance of the integrity of sports and remain it out of the disputes and conflicts, shall support establishing such organization especially the countries which start to see and welcome an international sport activities on its lands such as Jordan which has hosted lately several international activities, also the countries which aspired for that.
