Afrasianet - Russian President Vladimir Putin announced during a meeting with the leadership of the Russian Foreign Ministry that Russia is presenting another real peace proposal for Kiev and the West.
Putin reiterated his readiness for negotiations, stressing that without Russia's participation and without sincere and responsible dialogue, a peaceful solution in Ukraine and on European security in general is impossible.
Putin outlined Russia's conditions for achieving a peaceful settlement in Ukraine as follows:
• Withdrawal of Ukrainian troops from the entire territory of the new regions of Russia, namely the Donetsk and Lugansk People's Republics and the Kherson and Zaporozhye regions, within their administrative boundaries that existed at the time of their entry into the Ukrainian State
• Kiev abandons its intention to join NATO
• As soon as Kiev announces its readiness to withdraw its troops and begin a real withdrawal from these areas, as well as officially notifying the abandonment of plans to join NATO, Russia will immediately issue a ceasefire order and start negotiations.
• In order to reach a peaceful settlement, Moscow needs Ukraine to be a neutral country, remain outside any bloc, free of nuclear weapons, and subject to disarmament and de-Nazism. This is Russia's principled position, which "was generally agreed by everyone during the Istanbul negotiations in 2022."We want the conditions for the disarmament of Ukraine to be written and clear, including in terms of determining the number and position of troops.
• The rights, freedoms and interests of Russian-speaking citizens of Ukraine must be fully guaranteed
• New regional realities must be established, Crimea, Sevastopol, Donetsk, Lugansk, Kherson and Zaporozhye must be recognized as integral parts of Russia and confirmed in international treaties.
• All these central and fundamental provisions of the settlement should be fixed in the form of fundamental international conventions.
• Resolving the conflict includes the removal of all sanctions imposed on Russia by the West
• The essence of our proposal is that we do not seek a temporary truce or ceasefire, as the West wants it to be in order to compensate for losses and rearm the Kiev regime and prepare it for a new offensive.
• If the West and Kiev reject this peace proposal, they will bear political and moral responsibility for the continued bloodshed.
• It is clear that the facts on the ground will continue to change not in favor of the Kiev regime and the conditions for the start of negotiations will be different in the future
• Russia is ready for dialogue with all countries, not only "nominally", but also a serious and genuine dialogue on all issues related to international security.
