Afrasianet - Alsaid Shebl - The internal and external of the state, on the Russian weapon since the Soviet times until today.

The visit of Algerian President Abdelmadjid Tebboune to Russia in mid-June raised the interest of all media around the world, as various newspapers and satellite news channels monitored the details of the visit, the statements made by officials of the two countries during it, and then the agreements that resulted from it in the fields of energy and trade.

In addition to confirming strategic partnerships.

The reason for this "media hype" is due to the valuable role played by Algeria in favor of a new international system that is taking shape and emerging, and its elements of strength can be discerned by observing images of the decline of the American presence in the North African region in exchange for the emergence of the power of China and Asia.

Afrasianet - depends on the Algerian army, which plays a prominent role in shaping policies The visit, which lasted for three days, gained double importance, as it included Tebboune's participation in the work of the International Economic Forum, which has been held annually since 1997 in Petersburg, in isolation from the wishes of the White House and the major capitalist powers in the Western world.

This year, the Forum brought together representatives from more than 100 countries, including the Commonwealth of Independent States, China, India and Vietnam.

During the conference, in the presence of the Algerian President, Vladimir Putin spoke confidently about "Russia's possession of more weapons than NATO has, and that the country's economy is gaining strength despite the war, sanctions and the exit of a number of foreign companies."

In general, Washington feels uncomfortable and concerned about the strength of Russian-Algerian relations, and commentators in the media affiliated with NATO countries are trying to tarnish the image of the two countries' ties, by constantly talking about "human rights conditions" and "images of financial corruption" in both Russia and Algeria.

In an attempt on their part to portray the relations as the result of similar "twisted authoritarian approach" in both countries, and not the product of the two countries striving together to achieve their common interests away from Western hegemony, as is the truth.

The Algerian army, which plays a prominent role in shaping the features of the country's internal and external policies, relies on Russian weapons since Soviet times until today.

According to published statistics, arms imports from Russia represent 73% of Algeria's total arms purchases abroad, between 2018 and 2022. As Algeria intensifies its military modernization efforts, with a 2023 budget of $23 billion, an increase of 120 percent compared to 2022, its sights will once again turn to Moscow.

Algerian foreign policy has been characterized by its ability to achieve balance in international relations, and openness to all global blocs to preserve the independence of decision-making and achieve the highest degree of sovereignty.

The Algerian state has always tweeted away from the "axis of Arab moderation" that linked its fate to the fate of Western countries and sought to normalize relations with "Tel Aviv" in order to obtain the satisfaction of the "American gentleman".

Algeria, under the rule of Abdelmadjid Tebboune, seeks to join the BRICS group. It is a bloc that includes Russia, China, Brazil, South Africa and India, founded in 2006, and aims to increase economic relations among them in local currencies, which reduces dependence on the dollar.

The Algerian presidency affirms that its quest to join the BRICS does not come from a political ground only, but rather in search of economic interest mainly.

The organization's bank contains 100 billion dollars, more than the World Bank, and therefore this organization will be able to finance projects inside Algeria and support development there.

During Tebboune's visit to Moscow, the Algerian president called for expediting his country's entry into the "BRICS" organization in order to get out of the control of Western currencies, speaking of a new world that interacts economically outside the dominance of the dollar. Experts affirm the Algerian state's awareness of the international changes that have taken place over the past two decades, the growth of new global poles, and the inevitability of using this to promote economic and political gains, especially since Russia is one of those promising poles, and it has historical relations with Algeria, where Russia is considered the first to recognize the government.

Algeria's interim government after the National Liberation Front signed a cease-fire agreement with France on March 19, 1962. Strategic cooperation and partnership agreements Algeria has stable economic relations with Russia, as trade exchanges between the two countries are estimated at 3 billion dollars, and Russia is the largest supplier of arms to Algeria. He also coordinates the two countries in the Gas Exporting Countries Forum and in the meetings of the "OPEC Plus" alliance of oil exporting countries.

Observers talk about the desire of the two countries to enhance forms of cooperation and partnership, especially in light of the need of the two peoples to raise economic growth rates, and this was confirmed by the head of the Russian-Algerian Friendship Committee in the Algerian parliament, Abdel Salam Bashagha Ali, when he said that "the visit of the Algerian president to Russia is only a reflection The desire of the two parties to strengthen economic relations and increase the volume of trade exchanges, by upgrading the cooperation agreement signed in 2001 to a diversified strategic cooperation.

Both the Algerian and Russian newspapers covered the many agreements signed between Tebboune and Putin in various fields, including trade, agriculture and energy, indicating a leap forward in forms of cooperation that amounted to the level of the "comprehensive strategic partnership". The controls that define the relationship between Russia and Algeria at the economic levels can be monitored through the following points:

First, Moscow seeks to break the cordon of economic sanctions and the blockade imposed on it by the United States and most of Europe in connection with the Ukrainian war that began in February 2022.

Secondly, Vladimir Putin is striving to preserve his gains in the North African region, and Algeria is an essential pillar in this context.

Third, Algeria is betting on Russia in the field of industrial investment, especially with regard to the exploitation of the huge iron mine in the "Ghar Jbeilat" region, southwest of Algeria.

Fourth, Algeria seeks to increase its cooperation with Russia in the fields of oil and gas, and it is also looking for partners to achieve food security through projects to increase grain production.

Fifthly, Algeria finds Russia a suitable partner in the field of clean energy, as it is one of the largest energy developers, as well as in the fields of automobile manufacturing and medicine, which the Algerian state seeks to develop.

Sixth, cooperation in the use of outer space, and the two sides signed an agreement with the aim of enhancing cooperation in this field. Seventh, Algeria's accession to the BRICS bloc is one of the priorities of the Algerian presidency, and Moscow expresses its support for this. Eighth, Algeria is distinguished, along with a minority of African countries, as a country with no foreign debt, recording a growth rate of 4.3%.

And even if it continues to grow, it needs to revive the industrial sector by relying on the Russian side. Ninth, Algeria only exports goods worth $18 billion, and imports $1.2 billion from Russia.

But after signing the strategic agreement, Algeria will be Russia's gateway to the world, and we will open free trade centers (statements by Algerian Trade Minister Tayeb Zitouni).

The decline of the American era The efforts of successive US administrations towards world domination in terms of security and economy prompted major countries such as Russia and China to redouble their work in order to reach a state of parity and balance between the various global powers, as the conflict is now reaching its peak between the western wing, led by America that always believes in its right to manage world affairs, and between The BRICS group of countries, noting that the population of Russia, India and China today represents about 40% of the world's population. T

he Arab countries, including Algeria, play a decisive role in shaping the future of the world, and the conclusion of economic and political agreements and the exchange of visits between the countries of the (non-Western) world represent a very important step in this context, so Tebboune's recent visit to Russia was very important, as was the presence of Arab countries from the Gulf region for the Petersburg Economic Forum is remarkable.

The era of American decline is marked by many factors, including economic, political, and military factors. It is not possible to talk about the end of American hegemony, as long as transactions between the countries of the world are linked to the dollar, and as long as diplomatic relations and major conferences remain the monopoly of Western countries or their allies.

The emergence of regional powers from the Third World is pivotal to obtaining a new multipolar world, especially if these nascent powers enjoy the support of larger international poles, with the aim of achieving the interests of both parties, hence the importance of the relationship between Moscow and Algeria.

The Russians can rely more and more on the Algerian state to expel the Americans from the North African region, or at least to limit their influence, in exchange for ensuring the independence of the Algerian decision and supporting the country economically, which ultimately achieves the well-being of the two peoples.

Algeria has many ingredients that make it qualified to play this role, including its strategic location overlooking the Mediterranean Sea in North Africa, as well as its huge area and large population, which makes it a market for promising economic poles, in addition to its possession of many natural resources, including oil and gas. .

On the other hand, Russia and Algeria are looking to achieve stability in the region and reduce existing tensions, which is positive for the benefit of all Arab / North African countries that have suffered for years due to security unrest and external interference in their internal affairs.

This is in contrast to the destructive role played by America and its allies, which pushed many countries into chaos and division. In contrast to the White House, the Kremlin is distinguished for respecting the choices of its allies.

For example, the Russian state has shown great understanding of Algeria's balanced position on the Ukrainian war, and its recent efforts to mediate between the two fighting parties.

Algeria, which now enjoys a non-permanent membership in the Security Council, can play an effective role in the Ukrainian crisis, and the least that this path can do is expose US policies aimed at fueling conflicts and plunging the world into chaos and destruction.
