Two weeks have passed since the agreement, and the first phase of it has not witnessed any progress except for the handover of all the Israeli prisoners it has alive, and the bodies it was able to recover from the dead of Israelis held there, and the withdrawal of the Israeli occupation forces to the "Yellow Line" and remain in the other half of the Gaza Strip.

The war has stopped, but this cessation is subject to violation at any time, and it seems that Israel does not want to fully abide by the ceasefire and at the same time does not want to move to the second phase, which is the most important as it is a real test of Israel's seriousness and desire to end the war on Gaza.


An American momentum in Tel Aviv entitled "Stabilization of the Ceasefire and the Transition to the Second Phase", (Jared Kushner, Steven Witkoff, and J.D. Vance) Vice President Trump and finally (Mark Rubio), the US Secretary of State, arrived in Tel Aviv to meet with Netanyahu and Israeli officials in order to stabilize the ceasefire and start the second phase, which inaugurates the establishment and start of the work of the "Center for Security and Military Cooperation" in the (Kiryat Gat) area to supervise the implementation of the plan to end the war on Gaza. This center includes Israeli and American officers, a personal representative of Netanyahu, and officers representing Egypt, Jordan, the United Arab Emirates, Qatar and some other countries.

And it is an advanced information center that receives information from the parties and monitors the progress of the ceasefire steps from the air through advanced American drones and on the ground, and has the authority to intervene immediately in the event that the ceasefire is breached, and it has the right to follow up on the progress and progress of the next stages of the agreement to end the war on Gaza, and it is an advanced operations room The Joint Council maintains the permanence and continuity of the ceasefire and monitors the progress of the Trump plan for peace in the Middle East, starting from Gaza, and trying, as much as possible, to prevent any breakthrough that may destroy and blow up the entire agreement, and this center reports on the status of the ceasefire and presents the President's plan Trump to the American and Israeli political levels and the mediators concerned with the peace situation in Gaza. The Centre shall be in direct contact with the multinational forces and with the parties to the conflict on the other side.


For the first time, Egypt is sending its Minister of Intelligence, Major General Hassan Rashad, to Tel Aviv on a mission that is limited to the formation of the multinational force that will be deployed in Gaza after Israel's withdrawal from the yellow line of the buffer zones agreed upon by the two parties in Sharm el-Sheikh and the countries in which they will participate, the leadership of these forces, the locations of these forces, their positions on the border, the nature of their work and the tasks they will carry out in Gaza, as well as the forms of support required for these forces, in addition to the work of the Rafah border crossing and non-intervention.

Israel in the operation or closure of the crossing as an important point of the first phase of the agreement. Perhaps there is an Egyptian-Israeli disagreement on many of these points in this file, the most important of which is that Egypt believes that all the countries of the world that want to send troops to Gaza have the right to do so, and it believes that it is very important that the main guarantor countries (Egypt, America, Qatar and Turkey) participate in large forces, namely (Egypt, America, Qatar and Turkey) without Israeli objection, because these forces will not reside on Israeli soil, and these forces are tasked with spreading and achieving peace in Gaza after two years of barbaric war against the Palestinians.

Egypt believes that the mission of these forces is a police security mission in the first place, and they cannot have military missions or get involved in the conflict between Hamas and Israel if the ceasefire agreement collapses, and they cannot carry out any military actions that Israel wants them to take, i.e., they are not a tool in the hands of Israel or even the United States, and their decision comes from the reality of joint action to achieve lasting peace in the Gaza Strip. As for the issue of weapons, I believe that this force has a role in receiving the weapons of the Palestinian factions, dismantling the stores and warehouses, and transferring them to Egypt to store them there as a custody, and not handing them over to Israel, as they are neutral forces, and they have a role in ending the issue of the resistance tunnels by filling them in a way that prevents them from being used again.

And there may be other roles, in my opinion, but all the countries and the main missions of the work of these forces have not been disclosed, but in general, their framework will be limited to all This will ensure the sustainability of calm, security and stability on the border between Gaza and Israel, and it will not have any police role in the issue of internal security, as a Palestinian police force trained in Cairo will assume this task to maintain internal security, manage and organize civilian life, and quickly achieve civil peace that will enable Gaza to recover and rise from the catastrophe and the Nakba that it suffered due to the Israeli war of extermination.


The truth is that Israel puts a stick in every wheel and does not want the locomotive to run to the end as it has known throughout history, especially during this war, as Israel today objects to the list of countries that participate in this force, as it rejects the participation of (Turkey and Pakistan) in this force and strongly wants the participation of (Azerbaijan) in it and does not mind the participation of Jordan and Egypt, but it objects to Egypt's leadership of this force, and Israel argues by rejecting the participation of (Turkey and Pakistan) that these countries are close to Hamas and forget I believe that Turkey is a key country in the equation today because it is a guarantor of this agreement, and its presence constitutes a force alongside Egypt's power and means the complete success of the basic missions of this force in Gaza.

Major General Hassan Rashad's meeting with Netanyahu was stormy and interspersed with a lot of tensions due to Israel's insistence on its opinion to prevent Turkey from participating, and this required an American role in a firm American language with Israel.


Whatever the differences, Egypt is making progress in diplomatic work in the region, and this progress enjoys great American support, and this means that Egypt is always right because it knows the nature of the region and knows exactly what could fail the ceasefire agreement and Trump's peace plan, especially that Egypt's biggest role in the Middle East peace process is a central role, and without this role, I think America will not succeed alone without joint action by Egypt, Jordan, Saudi Arabia, the United Arab Emirates, and Qatar.


US Secretary of State Mark Rubio made a great effort to try to bridge the gaps on this issue between Israel and Egypt, and he asked Netanyahu personally to give the agreement a real chance and help implement it, and I think that the position of the United States this time is with Turkey's participation and at the same time reassures Israel about this participation.


The United States and its partners are seeking to adopt this force as a legitimate peace force entrusted with its duty to achieve peace in Gaza, and some countries seek to authorize this force from the United Nations to operate in Gaza in accordance with the requirements of the current post-war situation in accordance with the provisions of the UN Charter. Rubio's arrival in Tel Aviv came with the aim of removing many points of disagreement over this file and contributes to removing sticks from the wheels of the process of implementing Trump's peace plan, and at the same time informed Netanyahu of firm messages from Trump not to impede any progress in the implementation of the plan, not to take any military action in Gaza before informing his administration, and to accelerate the actual start of the second phase of the agreement to allow the start of the influx and deployment of multinational forces in preparation for the implementation of the withdrawal of the occupation forces The Israeli side of the yellow line in Gaza and preparing for the Governing Council to take over work in the Gaza Strip to implement early recovery plans and provide internal security and stability.
